Sichuan Weili chemical industry limited liability company is a national designated enterprise for manufacturing commercial detonators, detonating cord, emulsion explosive and blasting accessories. It was founded in March 1967 and located in Baixi town of Yibin in Sichuan province with land area of 387 Chinese acres and registered capital of 20 million RMB. There are 646 employees of the company and the total asset of 3.28 hundred millions RMB.
The company was restructured as joint-stock enterprise in 2006 affiliated with Yunnan blasting accessories group, which is one of the biggest manufacturing group companies for blasting product nationwide. Now it is a state holding enterprise.
The main product and capacity of Weili company: electric detonator 89,500,000pcs, digital electronic detonator 500,000pcs, shocktube detonator 30 millions, detonating cord 1 million meters, plastic shocktube 80 million meters and emulsion explosive 12,000 tons.

Integral Moving and Technological Transformation Project
Project Profile
The moving and technological transfomation project of Yibin Weili is a “dangerous chemical enterprise" moving project, which is put on record of the central government ministry of Environmental Protection and Industrial Information. It is also the project of Sichuan provincial government for "dangerous chemical enterprise in urban populated area" and ”army and people project" of the provincial national defense department.
It is with time limit requirement to complete by December 2020.
New facility is located in Yibin county industrial zone, Baixi town of Yibin. The land area is 220,977 square meters. Total investment 360 millions RMB. The construction work is with 2 stages. Stage 1 is to be finished and inspected for production acceptance in June 2019. Stage 2 is planned for acceptance audit in June 2020. The whole moving process from the current facility to new one is to complete by 12.31 2020.
Investment Situation
Stage 1 Construction work: Detonator assembly workshop (assembly process), shocktube workshop, detonating powder workshop, detonator tranferring storage, finsihed detonator magazine, waste product storage, electricity distribution room (1-2), physical and chemical testing laboratory, air compressor station, waste disposal tower, employee cafeteria, employee change room and bathroom, and the roads in facility area matching with Stage 1 construction. The investment by 2018.12.31 has been 160 millions RMB. Stage 1 construction ground work has been completed 90%, with accomplishment of embedding, installation and other work.
Program for Next Step
Stage 1 groundwork is scheduled to complete in March 2019. The installation and adjustment of water, electricity and other equipment are to begin in February 2019. It is planned to complete and pass the audit for prodution acceptance in June 2019.
Stage 2 is to initiate tendering in February 2019, and start construction work in July. It is to pass audit for production acceptance in June 2020.
Entire moving process is to complete in December 2020.
